Terms of Use

1. Service provider

The Site is operated by Kristaps Ozolins, a self-employed person registered with the State Revenue Service of Latvia. The service provider is not registered for VAT. Contact e-mail: info@vnz.lv.

The supervisory authority for consumer rights is the Consumer Rights Protection Centre of Latvia (PTAC), www.ptac.gov.lv.

2. What vnz.lv is — and what it is not

vnz.lv is a classified-ads platform for buying and selling vehicle number plates. We provide the technical environment in which a seller publishes a listing and a buyer finds it.

We are NOT a party to any transaction. We do not sell number plates, we are not a broker, agent or representative, we do not hold buyer or seller funds, we do not guarantee performance and we do not guarantee that any transaction will take place.

• All agreement on price, payment and re-registration of the plate happens directly between buyer and seller.
• Transfer of ownership of a plate takes place under CSDD procedures set by law — not through the Site.
• The fee we charge is a fee for publishing a listing, not a commission on a transaction.

3. Limitation of liability

This is the most important section of these terms. Please read it carefully.

The Site publishes listings as submitted by users. We do not verify, and cannot verify, whether a seller owns a plate, whether it is free of encumbrances, whether the stated information is true, or whether the parties will perform their obligations.

• vnz.lv accepts no liability whatsoever for losses arising from fraud, deception, non-payment, non-receipt of payment, failure to transfer a plate, or any other conduct of a party to a transaction.
• vnz.lv accepts no liability for the truth, completeness or currency of information in listings, including price, condition and legal status of a plate.
• vnz.lv does not guarantee that a seller is entitled to dispose of a plate or that a buyer will be able to register it in their name.
• Moderation is sample-based and aimed at obvious violations. The fact that a listing is published does NOT mean we have verified or approved it.
• Where several listings exist for the same plate, we do not adjudicate ownership disputes — these are resolved between the parties and, if necessary, in court or through CSDD.
• The Site is provided “as is”. We do not guarantee uninterrupted availability, freedom from errors, or that a listing will result in a sale.

4. How to transact safely

We recommend that every user verifies the identity of the other party and their right to dispose of the plate before paying.

• Check the status of the plate with CSDD and request documents proving the seller's rights.
• Do not pay in advance to a person you have not identified.
• Put the deal in writing and pay in a way that leaves evidence.
• If something looks suspicious, report it to info@vnz.lv — we can remove a listing, but we cannot recover money.

5. User account

An account may be created by a natural person with legal capacity aged 18 or over, or by an authorised representative of a legal entity. An account is personal — its holder is responsible for all activity in it.

• Information you provide must be truthful; the phone number must be in your possession and confirmed by SMS code.
• Password security is the user's responsibility. Report any suspected misuse of your account to us immediately.
• One person may not create multiple accounts to circumvent limits, fees or a suspension.

6. Listing content and rules

By publishing a listing you confirm that you are entitled to sell the plate or that you act with the owner's authorisation.

• Publishing false or misleading information, or the personal data of other people, is prohibited.
• Listing text must not contain phone numbers, e-mail addresses or links to other websites — buyers obtain contact details through the “Show phone” button.
• Offensive, discriminatory or unlawful content is prohibited, as are listings unrelated to number plates.
• Images must depict the plate being offered; using other people's images is prohibited.
• You grant vnz.lv a royalty-free right to display your listing content (text and images) on the Site and to use it to promote the Site while the listing is active.

7. Paid services and payment

Publishing a listing is a paid service. The price is shown before payment and is the final price. The service provider is not registered for VAT, so no VAT is added to it. Payments are processed by Stripe; we do not store payment card data.

• A listing is active for 30 days from publication.
• The fee buys publication for a fixed period, not a sale. If the plate does not sell, the fee is not refunded.
• If you delete or remove a listing yourself before it expires, the fee is not refunded — the service (publication) has been provided.
• After expiry a listing can be renewed for the renewal fee.
• An invoice for your payment is available on request at info@vnz.lv.

8. Right of withdrawal (consumers)

A consumer normally has a 14-day right of withdrawal from a distance contract. Because publishing a listing is a service that we begin to perform immediately at your express request, before payment you confirm that you consent to immediate performance and that you lose the right of withdrawal once the service has been fully performed (Latvian Consumer Rights Protection Law; Article 16(a) of Directive 2011/83/EU).

• The service is deemed fully performed at the moment the listing becomes publicly visible on the Site.
• If you have paid but the listing has NOT yet been published, the right of withdrawal remains and we refund the fee in full.
• If a moderator rejects a listing, you may correct and resubmit it or request a refund in your account. Refunds are returned to the same payment method within 5–10 business days (the timing is set by your bank, not by us).

9. Moderation, rejection and account suspension

We may review a listing before publication, reject it, or remove it after publication if it does not comply with these terms or with the law.

• We notify the reason for rejection by e-mail; you may correct the listing and resubmit it.
• If a listing is rejected and the fee has been paid, you are entitled to a full refund.
• An account may be suspended for repeated or serious violations, indications of fraud, or risk to other users. We notify suspension by e-mail.
• In serious cases we may pass information to law-enforcement authorities.

10. Notifications and e-mail

By registering you agree to receive service-related e-mails: account confirmation, listing status and expiry notices, payment and refund confirmations. These are service messages rather than marketing and cannot be opted out of while the account is active.

Saved-search alerts (“My alerts”) can be created, paused and deleted by you at any time.

11. Intellectual property

The design, code, database structure and content of the Site (other than user-published content) belong to the Site operator. Bulk copying of listings, automated data extraction (scraping) and re-use of database contents are prohibited without written permission.

12. Changes to these terms

We may amend these terms. We give notice of material changes by e-mail or on the Site at least 14 days in advance. If you do not accept the changes you may close your account; listings already published remain governed by the version in force when they were paid for.

13. Governing law and disputes

These terms are governed by the law of the Republic of Latvia. We resolve disputes by negotiation first — write to info@vnz.lv.

If no agreement is reached, a consumer may apply to the Consumer Rights Protection Centre (www.ptac.gov.lv) or use the EU online dispute resolution platform (ec.europa.eu/odr). Otherwise disputes are heard by the courts of the Republic of Latvia.

If any provision of these terms is found invalid, the remaining provisions stay in force.
